The Sub-Committee considers issues pertaining to the exercise of national minority rights as established by the Constitution and laws; it proposes measures to facilitate the exercise of national minority rights; it considers inter-State treaties and international cultural and other co-operation programmes when this is of particular interest to individual national minorities and considers matters of financing specific needs of national minorities. The mandate for the Sub-Committee's work is set by the Standing Orders of the Human and National Minority Rights Committee. |
| Membership |
The Sub-Committee has ten members who are appointed by the Human and National Minority Rights Committee (pursuant to Article 5 of the Committee's Standing Orders) as follows: five members from among the ranks of the Committee's members (who are representatives of national minorities in the Croatian Parliament) and five external members - representing national minorities who have no representatives in the Croatian Parliament (Albanians, Slovenes, Germans, Montenegrins and Jews). |
| Working methods |
The Committee established the Sub-Committee to facilitate the consideration of issues relevant to national minorities and to prepare proposals relating to such issues. The Sub-Committee additionally compiles reports and draft legislation which the Committee may submit to Parliament as its proposals under the Croatian Parliament's Standing Orders. The Sub-Committee's agenda is proposed by the Sub-Committee's chair in agreement with the Committee Chair and on the basis of Committee conclusions or the consent of one-third of the Committee's The Committee established the Sub-Committee to facilitate the consideration of issues relevant to national minorities and to prepare proposals relating to such issues. | Relations with other parliamentary bodies |
The Sub-Committee operates exclusively within the framework of the Committee and is duty-bound to consider issues requested by it. It submits reports on its work to the Committee and may not operate independently; nor does it have any rights or obligations (Article 1 of the Committee's Standing Orders). |
| Relations with external bodies |
The Sub-Committee may not operate independently, but it may invite to its meetings government officials, Ombudspersons and representatives of public administration and other institutions which deal with matters related to minority rights, as well as representatives of NGOs to assist it. |
